Now as I understand it, Google does not use meta tags to match keywords used in search terms to URLs – is that correct?
My question is, how do I make it so that when I type in a keyword in the search engine, Google displays my website?
I think the text needs to be in the body of the website, which it is, just not in large quantity.
How do I make it display then?

My website, vet-petinsurance.net,was 2 months old. When I check my site on Google (site:vet-petinsurance.net),almost all of my web pages have been indexed by Google. But when I’m searching some of my targeted keywords or any my web page URLs, I can’t find almost all of them. I have submitted articles, directory, social bookmark, etc. to get backlinks, but it isn’t works.

I know about Google Adsense
but it has age limit (you must be above 18 years to use google adsense)

I’m looking to see what another company uses to attract attention to their site, such as google keywords and other search engines as well.
By this i don’t mean the metatags that are viewable in the source code – i’m looking for the words that you actually purchase from google or other search engines.
